    Právne prostredie na úseku krízového riadenia v podmienkach Slovenskej republiky

    The issue of crisis management in the conditions of the Slovak Republic is determined primarily by the legal environment. It contains many concepts, including tasks and competencies designed for individual crisis management subjects. The tasks of the public sector in the process of solving crisis events are relatively extensive and complex. The main aim of this article is to clarify and summarize the issue of crisis management in the public sector. This is characterized in detail in a relatively large number of legislative documents. The authors discuss links and relationships between selected authorities and institutions in the crisis management system. Emphasis is placed primarily on their competencies and tasks

    Analýza výjezdové činnosti jednotek požární ochrany na území okresu Cheb a v příhraniční oblasti

    The article deals with the analysis of emergency incidents of fire protection units in the district of Cheb. The first part of the article deals with the organization of fire protection units and their firefighting areas within the district of Cheb. A considerable part of the article focuses also on the cross-border cooperation with the fire protection units on the other side of the state border. The practical part of the article deals with the statistics of emergency incidents of fire protection units. These emergency incidents have been furthermore analysed in detail according to their type. The following part analyses the emergency incidents of fire protection units in the border area on both sides of the state border. The final part of the article evaluates the results of the analysis of emergency incidents of fire protection units. On the basis of these results improvements in the field of human resources, financial security or technical means for more effective emergency management have been proposed.

    Dynamická sorpční kapacita malých ochranných filtrů – průmyslové škodliviny

    The aim of the study was to assess the effects of input parameters on the value of dynamic sorption capacity of small protective filters used in the civil protection of the Czech Republic. Relative humidity, the concentration of the test substance/air mixture, type of filter, year of manufacture, batch and type of sorbent, were used as the monitored parameters. The measurements were performed using a gas-air mixture bas ed on cyclohexane, ammonia, sulphur dioxide, chlorine and sulfane. MOF, MOF-2, MOF-4, MOF-5 and MOF-6-M filters were used for the measurements. It has been detected that the tested filters in many cases meet the requirements of the relevant Standard for sorption capacity, namely in cases of cyclohexane, sulfane and sulphur dioxide. It has also been established that MOF-4 filters containing medium-grained sorbent SZS-1000 attained lower values of sorption capacity than filters with CHS-5 sorbent.

    Komparace způsobů varování před povodněmi ve vybraných evropských státech

    The aim of the paper is to point out the ability of selected states to respond to convective collisions. The paper is divided into two main parts. The first part describes ways to warn the population in selected countries. These warning methods are then analysed using the heuristic analysis. The second part of the paper describes the individual models for predicting convective precipitation and analyses how the results are presented to the population. The result of the paper is an overview of the positive aspects of the individual states analysed. It also points out the need for integrating measures into the process of forecasting warning systems at the level of the European Union.

    Improving the methodology of incident investigations - more effective prevention and improved safety culture

    Investigation of major accidents, breakdowns and other unforeseen events involving hazardous substances is one of the most important tools for the efficient and effective development of safety management systems. This should be encountered in any management system operated by businesses, either as a specification of the used standard or as a description of various guidelines. These regulations apply to accidents, major accidents, and malfunctions involving the release of hazardous substances. However, they do not refer to the investigation of events outside a normal operation that do not involve the discharge of hazardous substances. It is, therefore, necessary to investigate incidents thoroughly and logically in order to prevent the occurrence of similar incidents and to provide lessons that will develop the further safety-conscious activities of employees.

    Testovanie mechanických zábranných prostriedkov v podmienkach Fakulty bezpečnostného inžinierstva Žilinskej univerzity

    The authors describe the conditions for implementing the tests of mechanical barriers that can be used to protect protected objects. They describe examinations that can be performed directly in the conditions of the Department of Security Management of the Faculty of Security Engineering of the University of Žilina. Moreover, they also present other tests of mechanical barriers, which are not feasible at the Faculty due to insufficient equipment of the test areas. These tests are performed at Certest s.r.o. Žilina - Bytčica, with whom the Department has been cooperating for a long time in organizing various events, including a regular workshop Security Forum.

    Prototyp výcvikového zariadenia určený pre hasičské jednotky

    The article focuses on the hydraulic discharge device in relationship to car parts. It presents and describes a training device prototype, which is intended for fire brigade units. Training equipment itself significantly contributes to the research of conditions for intervention activities of the Fire and Rescue Corps, education and training of students. The training device enables the identification of the optimum shear point on the car, which results in improved workflow timing, making rescue operations more effective and increasing the performance of Fire and Rescue Corps members. The final part of the article describes the safety rules for using the device as well as individual benefits, from a scientific perspective or in terms of practical benefits.

    The present publication is the first comprehensive monograph on the historical development of fire and firefighting services in the territory of former Czechoslovakia, from the earliest times until now. The book begins with a treatise on the importance of fire to mankind and human attempts to control fire in the period of antiquity. Subsequently, the readers will familiarize themselves with the first legislation regulating firefighting in the Middle Ages and the establishment of fire brigades in the XIX century. The author then presents voluntary and professional fire service in Czechoslovakia as well as in the independent Czech and Slovak Republics. The monograph is suitably accompanied by a large number of photographs, memories of contemporaries and period materials, which have not yet been published in the available literature. Based on his long-term research, the author managed to clarify the historical development of firefighting, but also, for example, the firefighting equipment in the territory of former Czechoslovakia.
