Informatization has rightfully become a symbol of the XXI century. The progress in the development of information and communication technologies (ICTs) in recent decades has led to qualitative changes in the healthcare sector, creating new opportunities in the field of medicine. The possibilities of ICTs in healthcare at various historical stages were determined and are determined by the state of three components: information, telecommunications and medical technologies. One of the most significant documents for the intensive use of ICTs in the field of health was the Resolution WHA58.28 on E-Health, that was adopted in May 2005 at the 58th session of the World Health Assembly. The concept of E-Health used in the document implied "the use of information and communication technologies both in a given place and at a distance", combining everything related to the use of ICT in medicine.en_US
